Can't raise vassal levey

I don't seem to be able to raise my vassal's levey. Every time I try and select it it tells me none are available but when I check their holdings it says at least some should be raise-able but I don't have the option. On a side note I am also unable to raise any retinue, it's always at zero despite the fact my manpower is about 100,000 (as HRE) and mil org is 1.3%. Is this a bug?

Okay I've just checked the vanilla game and I think I may have tinkered with something (I was running my own mod). Can anyone let me know what files relate to vassal levey and to retinue? Just in case I've altered them without knowing

No, looking at screenshots you posted I can clearly see that it's just your misinterpretation of amount of levies available to the vassal.

Aaaaah, that might be why, I had a custom defines.lua file in use. I'll dump it and see what happens.
