As the title imply, some of my DIRECT vassals simply won't let me raise their levy. The button is grayed out. I have no levy currently raised (I'd made sure they are all dismissed). In my game, I am the Emperor of Hispania and some of my Prince Archbishops in Dejure Andalusia have around 5-8k troops which they just wont let me raise. All of the relations are positive, and either way, the crown law of Hispania (medium) should be forcing them to donate at least some of their troops to me anyway (I've destroyed the Kingdom of Andalusian a few generations ago). My church levy is also set to normal.

When I hover my cursor over their manpower bar in the military tab, it would say something like:

Prince Arch-Bishop of Juliao could provide at most 5962 troops: Of this you are able to raise 0% due to: Prince Arch-Bishop of Juliao being loyal to Prince Arch-Bishop of Juliao: +0.0%

This makes literally no sense to me. I mean, shouldn't it be their loyalty to me that matters? What does it even mean their loyalty to themselves? They are catholic and same culture as me (Portugese) so that shouldn't be the problem. Is something going on that I'm not aware of or is this bug?

This is a special thing for Catholic bishops. If a catholic bishop likes the pope more than you, he supplies all his troops and taxes to the church instead of to his secular liege. Ties go to the pope. To fix this, you either need to make the bishop like your more or wait for a less popular pope.

This is why I'm not a fan of creating too many prince-archbishops for catholics. It's great for orthodox, because they always stay loyal to you. For Catholics, it's bad when you entrust half your realm to the church and then you get a popular crusading pope and lose all troops and taxes from half your empire for a generation.

That happened to me, too. My assumption is that if they are in a war themselves (and have raised their levies) they won't give you any levies.
They were at peace and according to the military tab, they had full levy at their disposal.

Ah, thanks, that makes sense. I thought that only applies to taxes, not troops as well. Free Investiture, here I come.
