I just gain this claim from my diplomat but can't seem to declare war to press it.
Is this a bug? or Im missing something?

Is Laigin agnatic? Women claimants aren't allowed to claim agnatic titles.

It's because you can't press claims against your tributaries.

Now your in a catch 22. You can't pass on fabricated claim unless pressed and can't declare war until your ruler dies and the tributary ends.
