Can't press de-jure claims

Hello.

I'm the king of Scotland. One of my vassals is the Duke of ulster, and owns two counties there. It's a four country duchy, so there are still two independent Irish counts next door that I would like to bring into my realm. There's a little notice at the top of the screen alerting me that I can press de-jure claims against these two counties in Ireland in the name of my vassal.

However, when I go to click on the rulers of those duchies, the 'declare war' button is greyed out. The tooltip says that I lack a CB. Why is this, and how do I rectify it? BTW, I have tried reloading the game to see whether that sorts it out.

If you are playing Project Balance, this is a pretty well-known bug. However, for vanilla, I cannot explain why.

For PB, Meneth has gone on the record to say that he can't replicate the bug, so a stop-gap for me (and others), is to copy vanilla's version of this particular CB. Over at PB's thread (under User Modifications), you can find my post and Meneth's response @ #2166 and 2167.

Has Meneth made any changes to the vanilla CB that would be lost if I overwrote the PB one?

From what I can recall when I changed this CB, Meneth did have a different truce period and prestige values assigned to the CB. I would recommend opening the vanilla file and PB's file containing the CBs, and get the feel of how the CBs are structured. That way, I kept in PB's truce period and prestige values while actually being able to use the CB.

There's a bunch of stuff in there about ruler attributes, disallowing use of the CB if, for example, the ruler has the 'just' trait. That doesn't seem right for a CB about de-jure claims, doesn't look like it's meant to be there.

I've replaced the parts of the CB between the first block of text and the 'on_success' part. I can declare war fine now.

Possibly this was something to do with having a just ruler and the bit prohibiting it being left in by accident.

EDIT:
Currently pressing the claims into the Irish soldiers' skulls on the end of lances... War declaration works fine...


EDIT 2:
The O'whatsitcalleds are now my vassals. Concluding the war works fine as well. Didn't change that part of the CB file though.
