Can't play the game windowed at 4k

Hi Y'all,

I have a 4k 98hz monitor and I can't change the game to 4k windowed. If I change it to 4k windowed, I can see that the game just flashes and then snaps to 4k full screened. Normally I would just give up and play the game full screened. However, I have HDR on. Therefore, the game looks very dim when it's full windowed. Right now, I can only play the game at 2k windowed. Please help. Thx

Lastly, there are these weird lines when I zoom out.

Also, these two cells are identical, but one of them has a lower cell grade. I think that a bug prevents the game from recognizing the shower head of the cell in the first screenshot.
