Steam's working fine, checksum's fine, everything's fine, but 'EU4 is running mods or altered in other ways' even though it isn't.

All that means is that the game does not qualify for achievements. For that it has to be in Ironman mode AND be started at the first date 11/11/1444. The message there is made more useful in the next patch.
The game was started at 11/11/1444 and in Ironman mode. And the Play button is greyed out because it's an Ironman save but 'EU4 is running mods or altered in other ways'.
And I'm having the exact same problem since today. My ironman saves don't load, ironman is no longer an option in the menu (greyed out), while I have the correct checksum and I'm able to save regular games on the cloud.
If that helps last time I played I stopped cause I think steam cloud went under maintenance during my play.

Same here. Can't load my ironman saves anymore.
Steam is up and running, latest patch. EUIV gamefiles verified in steam and game started within steam.

OK, try this: go into your Documents EU4 folder and delete or rename gameplaysettings.txt . If that doesn't help, try doing that to the entire folder and let the game recreate it with default settings (obviously move any valued save games out of there first).
I did several restarts of the steam client, verified steam-cache integrity on each startup and then started the game out of steam.
Eventually it fixed itself, no uninstall/reinstall required.

Same it worked yesterday without me doing anything special in between.
I wonder Andrew if we can help more to resolve the subject / find what happened? Do you know if there are logs we could send you?
Well, if it was a Steam issue, as looks likely, there's not going to be anything useful for us to do along those lines. You could certainly look in the Steam /logs/ director, for files with a timestamp matching the problem. I see there are two called cloud_*.txt and others called connection_*.txt .
