Randomly rooms cannot have extra items placed .i also cannt delete the room (in this case a Cell)

Check to see what areas gangs control. You can't change anything in those areas until you regain control of them.
 
I dont see how that cell could be under control like that with a guard and armed guard in the cell block. i found a work around, if i sent the gang member to solitary it unlocks the building for that cell. Still an annoying bug.
