Everything went perfectly fine. All the tests say everything is fine and I double checked after resaving the dxdiag.txt that it does not say The file nv4_disp.dll is not digitally signed, etc" and not say "DxDiag Previously: Crashed in system information (stage 4)"

I am not sure what else I can do...

This is from a thread in the EU4 forums:

Start run "msconfig"

click on the boot.ini tab

click on advanced options and put a checkmark in "/maxmem" and enter the value 3096. What could possibly be happening in your case is your OS (XP32 bit) is blocking the exe from using more than 2 GB but with the addition of steam running in the background, it's enough to cause an issue.

I did have to modify it one more step and add "/3GB /maxmem=3072" instead of just "/3GB", but I'm booting fine now.
The idea is that under XP the game (like all apps) can only access 2gb of memory, max. Later patches have increased its memory needs, so this process above allows it to access more of your memory.

That said, you only have 3gb, so do make sure every other possible process is terminated before running the game - the ctl-alt-del "apps" list should be blank, and "running processes" should be as short as possible.
