can't open console

I'm having this issue ever since I upgraded to Windows 10 (clean install). I can't seem to open the console panel, I have a portuguese layout qwerty keyboard (with all the ´`~^ç) so I've always opened it using the alt code 21. Outside CKII the code still prints the correct symbol, but it doesn't work inside the game for some reason.

Any advice?
