Can't make pedestrian walkways for the life of me, please help!

I've googled, pulled up images and videos and yet since buying the game (upon it's release), I've yet to be able to place a single pedestrian sidewalk. Every time I try, the ramp leading down to the sidewalk has a little curb around it...like its placed JUST above the street.
It happens no matter if I have snapping set to on or off, Road Anarchy, I've tried it on every road, did my best to explore all variables and yet...2+ years of not being able to figure out how to do this. Sorry if I seem tense, I just don't understand what might be going on and am just tired of messing with it.
Any thoughts on what the problem might be?

Strange.
I know that the little blue circle where you start and/or end the ped walkway must be right next to the sidewalk that you want it connected to.
If placed correctly, you will see that the ped walkway will automatically form "a connection" to the adjacent sidewalk. The connection can sometimes look rather crude (not perfect), but it is enough for the pedestrians to find and then "connect" in their use of the pathway.

I have a 100% vanilla use of the game (no mods), and I don't have your problem. Sometimes if I place the walkway too far from the sidewalk, it will not form a connection, but after one or two additional tries (bulldoze and try again), I can then get it to work.
Could it be a special walkway mod you are using that creates the problem ?

Looking at the pictures, it appears to me as if it is just above ground level.

Have you started at ground level and gone up?

Try selecting a small elevation step, and use PAGE UP and PAGE DOWN, and see if you can get it to go to ground level.

I don't think it should matter, it should work with large, but I can't think of anything else to try. It can sometimes be a little fidgety getting it just right, but it is not hard, so something must be wrong. Could be a mod related problem?

I find that if I make the bridge part first for footbridges then connect the sides I have better luck with getting the paths to come out right. Sometimes it takes a couple of tries to get them to look the way I want.

AH CRUD I was organizing my bookmarks, saw this one and realized I'd never checked back in to thank any of you guys. Sorry about that...and I finally figured it out! Pretty much! Somewhat...its kind of a pain still, but the advice here helped...I made my first one shortly afterward and just plain forgot to get back. Sorry and thanks so much...they're just inherently a little finicky it seems like, huh?
