Can't load games

If playing, say, England, and then trying to load a game for another country, the game either crashes or loads the game partially; the game year is of the one in the save, but the country is the same, with the setup as of the first day of the scenario of the saved game. This has persisted since EU1... It is necessary to surrender to load a game other than an earlier save of a game currently being played.

Reported bugs #944 (load a saved game should bring nation played when saved) and bug #962 (should be able to choose nation when loading a game).
