Playing as Japan, vassalized communist China, requested forces but noticed they were lacking equipment so I lend leased some equipment but can't deliver because they don't have any convoys. Is there a fix for this?

Can't lend lease to land-locked nations if my capital is on an island?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
It's an oft-requested feature by the player community, but currently, no there isn't. As a workaround, you can lend-lease convoys so that the receiver may then use them to receive your lend-lease of equipment, but that's not even possible for the OP. Since the receiver is land-locked, it can't use convoys.
