Can't launch the game

Had done not once but twice "clean" reinstall.
Launcher is 2020.6.2.
HOI4 runs fine.
Can't run via windows explore EU4.exe either.
No log or settings.txt found.
Game ran fine a few days ago.
Borderless mode not working either.
Can't start the game with no mods active.
Allowed EU4.exe as exemption for Windows Defender not checked app.

which I see is very new. Basically either the driver has not installed cleanly, or is buggy.

Let's try this:
- uninstall the driver:

- reboot
- install it again but by fresh download from here:

https://www.amd.com/en/support/graphics/amd-radeon-5700-series/amd-radeon-rx-5700-series/amd-radeon-rx-5700-xt

- reboot again

If that doesn't help, please revert to whatever previous AMD driver you had.
