I've seen this occur in a couple of games, but in this specific example I am the British (leading the Allies.)

When I mouse over the "Justify War Goal" button (greyed) I get the following tooltip:
X"Can declare war on a country with the same ideology group without a war goal".
This makes no sense on any level.
According to the rules as I understand them, I should be able to justify a war goal because they are still blamed for generating world tension and WT remains at 100%+.
But regardless, this tooltip makes no sense.
It's not even clear WHAT it is telling me?
Is it "you don't need a war goal because you 'Can declare war on a country with the same ideology group without a war goal'"?
or "you can't justify a war goal because you're not allowed to do it without one"???
Basically, I think its just a mistake, completely wrong tooltip. I'd guess this tooltip should be for the "Declare War" button, telling me I'm not allowed to do that.
Presumably there is some other reason why I can't justify a war goal, but it's giving the wrong tooltip.
