Can't join Protestant League while you have truce with Emperor - Why?

I understand why this was put in place - it's essentially like the truce restriction on coalitions. But coalition mechanics shouldn't apply to the Protestant League - this isn't a one-off alliance against an HRE minor who took a few provinces, this is all of the Protestants of the HRE getting together for the very survival of their faith within the empire.

As Bohemia, I am by far the largest Protestant power in the HRE, and I've had several wars with Austria on equal footing. I was the second country in the world to adopt Protestantism, and have done more to spread it than anyone else. If anyone is ideal to lead to League, it's me. But for the very reason that I've taken the initiative in holding back the Emperor, I am forbidden to join this huge alliance against the Emperor, and in defense of my faith.

Just a few decades before, I entered a war involving Austria only a few months after signing a truce, and with no penalties. But if the 30 Years' War starts within the next 15 years, the Protestants are just screwed, because the King of Bohemia wasn't willing to violate a truce with his most hated enemy in the world in order to save his religion from near annihilation.

So, I propose that you be allowed to join the League at any time of peace, truce with the Emperor be damned.

And what's terrible is that in real life multiple countries joined the war late and left early changing war leaders multiple times.
