Can't invest in stability?

I noticed today, that i cannot change the stability slider anymore. Of course, the events are pilling against me and i'm -1 now. I don't know if its relevent, but i just got a new king. I don't know if i could or couldn't with my former king since i was at +2 soon +3 so my slider was at 0 (and +8 from the ruler). Now that i'm down and want to change it, i can't. I can invest directly to get 100, but i cannot change the slider. Any idea why?

Now that i think of it.... i just changed the domestic policy slider toward "free subjects". I know it gives +5% to stability cost, but can it also block the stability slider?

If you right click a slider it locks it. Right click again to unlock.

Its also useful to lock your Treasury slider with the same technique in the optimum place to maximise minting without inflation.

Locking the sliders is great for concentrating investment in one or two areas. Income changes will distribute around unless you lock unwanted categories. Lock all sliders but the ones you want to invest in, or lock them at a specific amount (minting) and let the income fluctuations affect the unlocked slider(s).
