Can't Instill HoI2

When I try installing a clean HoI I get this message

An installation support file C:\DOCUME~1\Evan\LOCALS~1\Temp\{69464949...}\_IsRes.dll' could not be installed. Catastrophic failure.

I thought I was having registry problems due to the fact of having multiple copies and many mods but I followed the steps about cleaning my registry on one of the other posts and it still will not work. I have deleted every file involved with HoI other than a folder with zipped patches and mods. I am beginning to wonder if my installation CD is bad.

I am not sure what to try next any help is greatly appreciated.

Find that folder ({69464949...})where the file appears to be missing and delete the entire folder. It is just a temp folder but it may be interfereing with your install.

Then try a fresh reinstall.

Deleted the folder then tried to install and then got one of the fatal error screens for XP asking to send a error report to Microsoft. It was for the InstallShield setup Launcher.

EDIT: Fixed my CD-ROM was bad I tried using an old external CD-ROM we had and it is working perfectly now. Thanks for trying to help me though.
