Can't install/uninstall launcher

Well firstly there was a error about how launcher can't connect to steam and it couldn't upgrade. Then I decided to reinstall it through msi program. It showed warning than it's unable to launch installer cause the program already isntall and it send me to "app and features" to uninstall it. I tried but it didn't dissapeared. Looked like when I started uninstall, it stoped in the middle of process. So then I tried to delete all launcher files in documents and Local/Roaming, still didn't help, then I tried to delete all things connected to launcher in regedit.exe. Still the same isue. Couldn't run msi because launcher is still install.
What to do now?

You should be able to reinstall without uninstalling. Please try this:

- exit the Steam app entirely

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam

IF that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

Another version of this product is already installed. The installation cannot continue. Use the Add / Remove Programs icon in Control Panel to configure or uninstall an existing version of a product.

It seems I'm wrong, we do have to get the old launcher uninstalled first, I've not seen the need for that before. Can you try this MS tool please?
