Can't initiate war because I'm "busy"!

Just waht you read. I'm heading my own faction to become emperor and all requirements to trigger it are green except one: I am "busy"!!! I know that applies after a party or when invited to a party, but none of them applies in my case. I can confirm there's no party icon appearing at my character's box.

Could someone please help how can I knoe why I am busy?

Have you restarted the game? If that doesn't work then you need to hope your character dies soon.
