Take a look on the game option as you probably set the Leaders as "Historical" or "Event" with mean you can't hire Generals/conquistatores/admirals/explorers you will only gain the historical one of the faction ( the first option) or after an event (the later).
you have to either begin a new game or edit your save game to allow you to hire yourself. easy way by the save game editor , but first you have to register the game so you can go to the mod forum and download it

I can't remember whether I made it event or historical, I assume at some point I will be able to hire some dudes though??

ONLY if your country has historical leaders in the game (if you chose Historical), or never if you chose Event. There are no events for it in the game; that option was added to allow people to mod that part of the game to their liking.

I assume with historical you can still hire advisors to your hearts content assuming you have the cultural tradition to get one.

I assume with historical you can still hire advisors to your hearts content assuming you have the cultural tradition to get one.

Historical means the guys show up when they did, and die when they did. That applies to everyone, provided you chose the appropriate option. I don't know whether you can choose which advisors to hire with "historical". Never tried it.

For "event" options, you need the events which will give you the leaders/advisors/monarchs. I've got them in my mod, Darken does (for random leaders), lukew in his; others too. Without the events, nothing will happen.

Also, you could add decisions to hire commanders/advisors, if you wished. I'm toying with that for explorers and conquistadors.

I believe the advisor options don't affect the creating of advisors with tradition, only the randomly-appearing advisors. Tradition did not exist in the game when the historical/event options were added.

Tradition does exist with the "event" option. You can use to trigger the events. Of course, it doesn't exist in the Historical option.
