"Latin Empire" start as Byzantine Emperor, and I have the Duchy of Samos as a viceroy. The Strategos died, so once I finished conquering Trebizond I had to give it away again, but I can't even though my entire realm is at peace.
I suspect the reason is that one of the claimants, the Latin Emperor, is at war (Crusade for Anatolia), even though that war has nothing to do with Samos. It may also be relevant that he holds part of the de jure duchy (Chios).
