Can't get naval supremacy

Hi all,

So me and a friend of mine were working together as germany and the soviet union, and now we are invading japan.
Or at least, trying to, since we can't seem to get naval supremacy around japan. together we have more than 400 ship in the sea of japan, and still it says we have 0% supremacy. We have tried aerial superiority and scouting planes as well, but that all changes nothing. We have set the navies to all options, but neither changes anything. What are we supposed to do now?

If anyone got any ideas, please let me know, thanks in advance.
