I think there might be an issue when the low rank GPs switching around a lot:
When a GP falls below rank 8, it receives a 1-year grace period to regain its status. If the nations around rank 8 flip around a lot, the timer of GP #8 gets reset each and every time, preventing the game from reorganizing the GPs and awarding you the correct GP rank.
I guess you either need patience or a little humiliation war against the low level GPs.
