Can't Get Full Status of Women

I was hoping full status would allow me to give county+ tier titles to women, but I can't confirm that with a google search. Anyone know offhand? Thanks.

2nd edit: finally got full status and was not able to give titles to my daughters. Bummer. I guess it's back to modded games if I want to land female kin.

It tells you that you would not be able to enact law if you had agnatic clans. You have not so it gives you a green pass.
