Cant get Civiliezed!

I cant get Civilized with China (havent tried any other unciv nation).
Event in 1861 when i have about 140 inudstiral power, 1000 prestige and 36 military points i dont get civiliezed this is realy destroying my game play!
Cant fire the civ event manulay either

with japan i accepted to become a dutch satellite. With the revolts, the government felt and japan became an independant democracy (sorry netherlands )
but i'm still uncivilized (i can build irregulars and colonial troops).
i do not have the different levels Spetsnaz has, but i've the same techs as independant nations.
Do i need the industrial/prestige/military levels to become "independant nation" ??

If i am not mistaken you need 150 ind points. 10 Mil and 100 prestige? or am i mixing up prestige and ind points?

You need 100 prestige, 50 isdustrial and 10 mil.

Even when the requirements have been fullfiled... Ive noticed it doesnt trigger Event 6667. The Civilized Event... Just to save space... Ive also noticed an odd occurance when I loaded a save game as an uncivilized nation with prestige 100 +... My rank as a nation was Great Power and then after the next month, it was back to uncivilized and Event 6667 never triggered soon after.

For those that catalog and fix the bugs.

Spetnaz' problem occured during a save game that was started under version 1.02 and only upgraded later to 1.03. There is no indication that the civilize event has failed to fire in a game started under 1.03.

look in the save-file, event 6667 is set to sleep
delete the entry and it should work
was playing the gc

I have started a v1.03 game (not v1.03b) with China, but I can't get civilized. I have more than 200 of prestige, more than 80 industrial points and my military is above 30. Do you have any idea where the problem is ? Thanks

What happens if you press F12 and type event 6667?

Absolutely nothing, it just skipped one line and let me type again

1) Open the save game in notepad. It should be in the Vicky scenarios folder /scenarios/save games/XXX.eug. Where XXX is the name of the save game.

2) search for a line that starts sleepevent. See if event 6667 is in the list. If it is delete it, save and start the game. Wait a month or so and it should fire. If it doesn't then try firing it manually.

If it isn't listed in the sleepevent section then I have no idea.

After that, a very long list of "event = ..."

Victoria is a great game but those weird bugs are really annoying

Just found that my installation was quit buggy as the game only show "v1.02" even after installing the patch v1.03. So I decided to uninstall / reinstall the game and the patch... Let's start another China game !

That will be the problem.

Unless you have a really good reason not to get 1.03b then I serioulsy suggest getting it. It fixes some major bugs

This might be a very stupid question but I'm still asking it.
How is it possible to get a military of 30 with an uncivilized country since irregular troops don't add to your military potential and so don't reserve troops.
????

They do add to mil but in really really small amounts. 0.1 per division if I recall.
