Can't get achievments: "no cheats or modified game save"

I have uninstalled game many time, and that will always come back. Some time it will be back right away after I have reinstalled game and try start new ironman game, but always it will be back at least I have played Ironmangame, I have quit game and it will come back when I load game again. I have plaed this game 1200 hours and I have not this problem before. After unistal game I have also delete files on, but it don't help:

C:\Program Files\Steam\SteamApps\common\Hearts of Iron III
C:\Users\"your-user-name"\Documents\Paradox Interactive\Hearts of Iron III\

1. Check to be sure -debug mode is OFF on your Launch Options in Steam.
2. Verify the integrity of game files through Steam.
3. Turn OFF mods.

Then try starting the game through Steam.

It should be there IV not III.
