Can't get achievements, while all mods off.

Hello.

I want to get all achievements, so I turned off all mods and create a new city (on my own map). Everything was good, I've earned 20 achievements, but my trains stucks at the end of the card, so I've decided to begin new city in new map.
I've changed nothing, just created new city on map Shady Strands, and when I grow to 75 000 citizens, I saw, that I can't get any achievement, and my save file marked as "non trophy". But all mods are still turned off and never been turned on while I played on this and previous map!

Please, tell me what I did wrong? I built this city so hard, I don't want to waste it. And how can I know, that the next city will be ok for getting achievements?

The same situation again.
I started third town without mods. Here is it's first save, with trophy icon

Sorry, I found the source of problem. It was my mistake.
I have a bankruptcy at the beginning of the game, and accept financial help, that disables all achievements in this city.
