What you need to do is own all provinces belonging to the island (use the area mapmode). It works fine, I've just done it myself 
Those areas do include some uncolonized provinces though, and some of the surrounding small islands are also included. Regions have nothing to do with this decision, it's all about owning the areas of each island.
Tooltip will be made clearer (it's already custom made to be more clear but sadly the end result was too simplified).
