Can't form custom Kingdom of Prussia as Duchy of Prussia.

I've just been playing a game as some Prussian baltic pagans, but apparently I can't form a custom kingdom of Prussia. The game crosses out the requirement that the "High Chiefdom of Pruthenia is permitted to be the base of a custom kingdom". I've had a peek at the landed titles in the game files, but I can't find anything to solve this.

If anyone has a workaround or a quick way to change things, that would be appreciated.

Please don't open new threads for questions like these. This is answered in FAQ i.e. the first post in the questions thread.

You can't form custom kingdom of prussia because kingdom of prussia as a title already exists in game files. Form that.

p.s. you have to control control Marienburg and be either prussian (baltic) or any of the german cultures.
