I go down the fascist greek route and annex all of turkeys land in the peace deal, I even go all the way down the focus tree down to Byzantine themata and still I never get the option to form Byzantium. I even followed a youtube guide and did exactly what he did but the decision never shows up for me. For more info, I don't have waking the tiger, man the guns, or la resistance DLC.
