Can't finish the second scenario of the campaign.

Hello

I started to play CIM 2 yesterday and finished the first level easily. When the second scenario started I already finished the goal (as I built a large subway). I'm over 50% coverage now and still cannot finish the scenario, what do I have to do to finally finish it as I'm now over those 35% since hours??

if it says 50%, it means 50% of the goal is achieved
so you actually cover 17.5% of the population

Another question: Why does the percentage go down and up all the time? I mean why is the covarage not stable as my lines don't change while the % of coverage does?

it is population coverage, not area. your vehicles break down or our services are not popular, then people do not use your network, so percentage goes down
