It's the button right above the information panel showing the number of buildable districts remaining, to the left of the button that takes you to planetary features.

In the screenshot above, it's greyed out--presumably because you haven't researched the tech to terraform inhabited planets.

Ahh thank you I found it.
I can terraform planets that arent colonized. I miss the technology to terraform habitated planets.
