I remember some time ago there was this site that explained the AI files and what it does e.g Modifiers for garrison plans but i can seem to find it anymore, anyone know?

Dunno of any site for that, but certain ai-files have an explanation of these commands included.

In there, you will find a link to the "EU2 AI Editor" by Lord Ederon. Unfortunately, that link is dead, now.
Fortunately, IDLF has been doing considerable work recently and I suspect his bible on the subject is somewhat more useful.
