Can't find Occupied Territory that state is in, so can't change the state's garrison division template.

As Germany, I've captured France and thus French Indochina. (It's now part of the German Reich.) I scanned the Occupied Territory list and found that Cambodia is part of the Occupied Territory called Republic of Cambodia. But in what Occupied Territory ("Country") do I find Southern Indochina? Or Tonkin? Or Laos? (They're not in Free France.) When viewing my Occupied Territories, I can click on these states, and see the occupation law for each. But where do I go to see and change the garrison division templates? It seems to me that the containing Occupied Territory should be displayed next to the state name when I click on the state. Then I could go to the Occupied Territory and and find the state in it.

When viewing my Occupied Territories, I can click on these states, and see the occupation law for each. But where do I go to see and change the garrison division templates?

1. Switch to Resistance Map mode (F6)
2. Click on state of interest (e.g. Southern Indochina)
3. You get this panel: see following screenshot, taken as France in 1936

4. Click on either of the buttons indicated by the colored circles (yellow: occupation law, red: garrison template)
5. You are presented with the Occupied Territory panel, with the corresponding territory expanded: see following screenshot, taken after clicking on the garrison template button

7. The panel above tells you that Southern Indochina is part of the Republic of Vietnam territory, which also contains the Tonkin state.
8. Change the garrison template (or occupation law, depending on previous button clicked) as desired in the panel on the right. Typically you'd want to change them for the whole territory rather than state by state - in that case, click on one of the buttons indicated by the colored circles.

from the Political screen. After that, shouldn't clicking a state on the map reveal the state's expanded Occupied Territory the same way as you describe above? This seems like a bug.

Hmm yeah I see what you mean. Yes this would be the intuitively expected behavior. It might be a bug or not depending on what the game developers intended. As you may have already noticed, the HOI 4 user interface is not the most user-friendly or intuitive interface, to put it gently. None of the issues are game-breaking, so long-time players just learn to work around the idiosyncrasies and don't notice them after a while.
