Can't find mod folder

I've just installed the Steam copy of my game on my work laptop. (Don't judge me). The only mod folder I can find is the one in Steam, that directs me to My Documents, but there's no Paradox Interactive or Crusader Kings folder in My Documents. I've seen other people to just create their own 'mod' folder inside the Crusader Kings II folder - can I do the same thing, just creating my own Paradox Interactive/Crusader Kings II/mod folder? Or has something gone wrong?

Did you start up the game at all?

You can create it, but as Sopot says the other files should be already, there if the game has ever run on that machine.
