Can't exit area so i can't progress, please fix.

Hi

I recently started playing and when i leave the Scarlet Chorus camp to go north i stumbled into an encounter where the enemy is trying to recruit some mercenaries. I've killed them but when i click the compasses at the edges of the screen nothing happens. My previous save is some time before this and i've already had to do that part twice so i don't really want to have to go back. Can you please fix this?

I found a save just before this so i've avoided the situation even though i'd have preferred no to take the cowardly approach... I'm not the first person to have a problem with this encounter though, there is this from over a year ago:
