Can't even start a game in 3.8??

I cannot figure out how to successfully design an empire, specifically the ruler class/traits. I've tried everything I can think of; changing civics, government, origin, traits, switching to a machine race, everything. But no matter what I do I get the same error message saying "Ruler has a Class that is not allowed for the selected Government Authority" (see attached screenshot).

Sorry if this is a repeat thread (I looked a bit but didn't see a similar question), but is this a bug or am I just a dummy and doing something wrong? Thanks in advance!

Your ruler is a scientist. Your government doesn't allow scientists to be rulers.
Did you take any militaristic civics?

I had materialist/xenophile/authoritarian dictatorial government with technocracy and heroic past as civics, on a prosperous unification origin. I tried dropping the authoritarian in favor of fanatic materialist and that didn't fix it either. The screenshot is a scientist, yes, but I did cycle through all 4 classes and they ALL gave that same error message.

Wait no I'm a dummy and forgot to disable my mods first. Now to just figure out which one it was (there were only 7 UI mods).

not sure exactly but i had a few that hadnt been updated in... years so that might have done it
