Can't edit save file with notepad ++

every time i open up the save file with notepad its still encoded

You have to save it uncompressed.

Editable Save Game = yes doesn't make it uncompressed. There are no other options.

Erm, yes there are. First game screen - Options button - Game tab. It's right there.
