I fired up the game after buying The Reaper's Due, playing an Ironman Flanders 867 start. As usual, I declared war on the Count of Boulogne and Guines, taking the former through the de jure claim casus belli. Fast forward to the 870s, and I can't declare war for Guines. It says I don't have a casus belli. It says that even after my ruler dies, and it's now 881. The thing is, we're both direct vassals to Louis the Stammerer, and we have been vassals to the same liege all through the game (it used to be Charles the Bald, but he died. But we were both vassals of Charles the entire time). It still says I don't have a casus belli. Well, I checked Louis the Stammerer, and I can declare war on him for my claim to Guines. That seems screwy to me---it's gotta be a bug, right? Because it didn't stop me the first time, it let me declare war, and now I can't. Does anyone know what's going on?

When I began a game as the Duke of Gascogne in 769, it let me attack that Count who owns three counties in the Duchy of Gascogne in 769 over my de jure claim, so I know the game isn't totally broken....

If it's his last county and you are in the same kingdom, then you can't use a de jure claim. It's how it's written in the game. However, if you fabricate a claim, you will be able to DoW him and seize the rest of his lands
