Can't declare holy war on Italia

Right now the Empire/Kingdom (they've flip-flopped between the two) of Italia is one of my empires two targets for expansion... Problem is that, for some reason, the game won't let me declare holy wars on them, I have to claim county by county else I have no Casus Belli. I meet all the criteria I am aware of, I both border them and am of a differing faith (Jewish vs Catholic), and I can declare holy wars on all other bordering nations just fine.

I posted my issue to the r/crusaderkings subreddit, but I got half an answer (Can't declare holy wars on those in the Iberian Struggle, as it turns out, but nothing on Italia) and downvoted (yes I'm a bit salty).

Update: It's now working and I can declare holy wars against Italia... for some reason. Yeah, I just randomly checked if I could and found that I now can...

Nope. Should have mentioned that before, but I'm a completely independent ruler with an Empire title.

I started as an Irish duke and formed Brittania, if that matters. I may be misremembering it, but I'm awfully sure Italia was at one point an empire, then a kingdom (don't remember if name changed as they are so similar), now back to an empire. Though I should say now that it is working and I can declare holy wars against Italia and I don't know why... so I guess this is resolved now?
