Can't create proper sectors in the nanite l cluster

So if I terraform the nanite cluster and colonize it I can't seem to create a sector that spans more than one system.
Is this a common occurrence or is my save somehow corrupt?

Ah! I thought it was an issue with a mod. I wasn't able to make a sector in the Orphan cluster either and assumed it had broken the L-cluster.

Also can't jump with the Jump Drive from anywhere to anywhere within the L cluster.

Jumping from the galaxy to the L-Cluster is initially impossible. Terminal Egress is intended to be the only way in. Now if you can't jump from a star within the L-Cluster to another star within the L-Cluster, that's another matter.

I was checking for clarity, because "from anywhere to anywhere within the L cluster" could mean that the point of origin isn't within the L-Cluster, it's the difference between "from anywhere to [anywhere within the L-Cluster]" versus "from [anywhere to anywhere] within the L-Cluster."
