Cant create navies

Ive currently got v1.3 of EU Rome (not Gold or Vae Victus) and when I try to create ships in Lucania and Apulia it doesn't build them (luckily i dont lose money either).
Both provinces have access to wood, I have hundreds of gold, the ports aren't blockaded (if that matters). It only seems to affect these provinces. I can build ships in any of my other provinces that have wood.

Is there a fix or patch for this?

I have tried uninstalling and reinstalling the game and 1.3 patch, but it hasnt helped

There are no patches after 1.3 for the base game, no. Paradox's policy is that there be no patches for a game once a later expansion is released (VV in this case).

As far as your problem goes I don't recall anyone else reporting this, and you'd think it would have been reported many times by now if no-one could ever build ships in those provinces. My guess would be that there's something you are missing in gameplay that's stopping you, but I haven't looked at the base game for many years go I can't guess what. Hopefully someone with a better memory that I will chime in here ... ?

ty. I ordered Gold about a week ago so hopefully I wont have to deal with this problem for much longer. I guess ill have to deal with it until then.

I dont think im missing something in gameplay. the game goes to the recruit navy screen and i can click 'recruit Trireme' (it isnt grayed out).
Besides the requirements are Wood and 10 gold, i have both.
