Can't create Jerusalem?

Hello,

In my Khazar game I recently took Jerusalem, and I control all of the duchies within Kingdom of Jerusalem, however the requirements to create Israel are indicating that I don't fully control them? The only thing I can think of is that there are 3 baronies which Christians still control in some counties? I don't know if that counts.

Any advice?

"Full control" means all sub-holdings. Baronies being held my foreign rulers or holy orders is a common issue

Also bear in mind that as a Jewish ruler, the kingdom you're creating will be called Israel, not Jerusalem.

Pretty sure the county of Jerusalem needs to be Jewish also

Thanks, yes sorry was a typo, meant to say Israel. Khazars are Jewish. The foreign baron thing is annoying as they're held by French who keep sending ridiculous sized armies to defend a single barony far from Francia...tempted to see if there is a console command to get rid of them.

Edit: Just found Sketchy's Cheat mod which allows you to force abdicate title to the player. While I don't like using 'cheats' and this is a first for me, I think having a huge war which I'll probably lose over a single foreign baron isn't worth it and a bit unrealistic.
