Did 1.9 change the ability create a vassal when the provinces aren't cored? I have a Novgorod core province I got from Moscovy. Novgorod no longer exist so I want to create as a vassal but it's not on the list under "Create Subjects". No mentioned of this change in the patch notes.

You need the province to be in culture group of the released state.
You can't create Novgorod out of Neva/Ingermanland (they have Finnish culture. As another example, you can't create Burgundy out of Gelre, but you can do it from Luxemburg.

You can't create Novgorod from a Finnish culture province btw. Vassals can only be created if you own a province that is both their core and in their culture group.
