Do you have an anti-military or pacifist government. you can not convert POPs in peacetime to soliders if you do.

Are they non-national POPs, if they are, you can only convert them if you have full citizenship, and then only if they live in full states, not colonies.

I find the restriction on converting non-national pops unrealistic. There were Croatians, Poles etc. in the Austro-Hungarian army. And the imperial powers had native troops.This is another thing Ricky has got wrong historically.

there are soldier POPs for all the minority peoples at the start of the game, so that units may be created from the minorities. This ranges from 2-5% of the total population of the minority group, which is well above overall levels of minority manpower armies such as the Habsburgs traditionally conscripted.

And once you have a full citizenship policy, you can freely convert to soldiers all non-national POPs in states (though not colonies, but again there are seed POPs included from the startup to provide colonial soldier POPs).

The problem with unrestricted conversion is that you end up with the AI (and players) converting whole groups of POPs to soldiers well beyond anything that these nations would have historically considered. Even at its highest, the British had less than 2% of all South Asian peoples as soldiers during WWI and WWII.

In the end, this was done as a game balance mechanism, and in general it works I think perfectly. Players still have non-national POPs for soldier units at the start, and have gameplay ways to provide access to even more.

And in the end, if the number of soldier POPs is still felt insufficienct, the player can always adjust the POP files to their own liking.

You right OH. Besides the "bug" I mentioned in the VIP subforum; sometimes, even with full_citizenship and pro_military, you simply cannot promote soldiers among non-national cultures. If think this is a engine bug, and if nobody else experienced the same bug, it mays be due to my wine server...

OK, I see what you are saying and partly agree. Still, even with these restrictions, in my present game as Spain, by the 1870s France had over 100 divisions, having annexed Annam, Cambodia and Siam. It still didn't prevent them from being trounced by the Prussians.

Not on topic, but I don't want to start another thread for it, is occupation of Paris no longer required for Germany to form in Ricky? Playing as Spain I was allied with France, and moved my army to Paris precisely to prevent this happening, and was in real danger of being cut off by the Prussians when France made a "return to status quo" peace - very odd, given the Prussian advantage, and then Germany formed anyway.

If PRU occupies Paris, it triggers the historical 3 hurrays, transferring Alsace-Lorraine to newly formed Germany. If the Spanish succession crisis ends in white peace or some other Prussian gains, a AI specific (doesn t work if you play PRU) event triggers, similar to the 3 hurrays, but without the annexation. This is intended to create a more realistic game, where Germany nearly always forms.

exactly - if Germany does not form then a whole lot of what players expect from the game environment post-1870 goes down the tubes. Thus the tweak to help maintain the historical environment.

Note though that the event trigger for the AI clause is based on PRU having won_war against FRA. If you are allied with FRA, this means FRA must gain some territory, since it initiates a war. So if you are allied to FRA and want to prevent GER from forming, help FRA get Saarbrucken.

It's a game balance issue to stop the UK player turning 200 million Indians into soldiers and then conquering the world.
