Can't convert my own provinces!

i'm switzerland and the capitol provience of bern converted to reformed by an event. the option to convert it back wasn't available in the missionary screen ("send" wasn't possible). i converted my state religion to reformed and now i can't convert my catholic provinces either! is this normal? how do i change the religion of my provinces?

playing as the byzantines, i've never had this problem in the past, converting catholic and muslim provinces to orthodox.

ah, you're right - no missionaries - my sliders are set so liberal, i don't have any!
