Can't click anything on my city

Today i loaded the game once and it worked fine, and i did something with the RICO mod, i saved the growables as local, then i knew i had to restart the game so i did it, and now its unplayable, when i load it theres a window that says Ops and since i can but it behind the game i did but still the game is unplayable since i can't click anything exept the menu options, but can't place anything on the ground.
