Can't choose robot type without population control enable?!

Basically what the title says.

I started a playthrough with United Nations of Earth, colonized two planets, one for mining and one for farming. I decided to build "Drillbots" for the first and "Farmbots" for the later, but the game decide to only build "Drills" (the last robot modification) and dont let me choose until I enable population control.

Is this WAD?

Yeah, had the same thing. I get that you need population control enabled to decide which biological pops get to reproduce but for robots this makes no sense. Maybe, just maybe, I'd see the point when it comes to synths but certainly not for robots or driods.

It don't make any sense to me, that's why I ask.
I mean for biologics of course it make sense, but robots/droids/synths? I can just wait them to be build and then convert them to the type I want or not build them at all be removing the "builder" from the job.
It just very anoying.
