Can't change pop's

I don't know what has happened, but I cant change my pops. I can change them to craftsmen or clerks or even labors or farmers. The game keeps telling me I don't have the resources and says "resources we lack:" but shows nothing. And I did check, I do have the resources to change them but I am still not allowed...

Anyone else experienced something like this???

The weird things is that it only happened in my current game, I have played several games before where this never happened. Only in this game and I have no idea why or how it happened.

I too suddenly had this occur with one of my games, playing as Belgium; it had never happened in a game previous. I can convert my pop's to anything but a soldier for some reason, otherwise I have the exact same issue as you have noted.

Since that game, I've tried to play a new game, even with a different nation, and even reinstalled Victoria; but the issue persists.

i haven't ever got same trouble so i don't know what need doing to solve problem.

If it is only soldiers that can't be created you probably have restrictions because of your ruling party's policies (e.g. anti-military).
(This is a feature added in Revolutions.)
