Can't change culture

I have Rajas of India installed but I don't know if this mod lets you convert culture based on the capital. I legitimized a bastard who had a different culture and now she's on the throne, but I can't convert my culture to my capital's culture.

You can't, different cultures are usually (but not always) different races. They don't just "change".

Because of the way the mechanics work, yes.
